Mr K Jones and the Inquiry Panel also referred to the following draft regulations during the oral submission on 23 February 2004:

  • The Police (Conduct) Regulations 2004
  • The Police (Complaints and Misconduct) Regulations 2004.

At the time of Mr Jones’ hearing at the Inquiry, these regulations were subject to a consultation process and had not been published by the Home Office. The regulations have since come into force since 1 April 2004.
